Overview

Monroe County currently operates under an approved Local Solid Waste Management Plan (LSWMP) covering the planning period from 2016 through 2027. Building upon this existing framework, the County is now developing a next-generation LSWMP that will guide solid waste management beyond the current planning horizon.

The next-generation LSWMP will provide residents, businesses, and institutions with a comprehensive and integrated program for managing solid waste in an economically sound and environmentally responsible manner. Given the significant volumes of waste generated daily throughout the County, planning for how this material is managed, both now and in the future, remains essential.

This next-generation LSWMP will establish policy and program direction for the coming decade. It also recognizes the continued importance of coordination among local municipalities, the New York State Department of Environmental Conservation (NYSDEC), private waste haulers, and facility owners in ensuring an effective and sustainable solid waste management system.

As development of the next-generation LSWMP progresses, there will be multiple opportunities for public input through community events and online engagement tools.

Purpose of an LSWMP

  • Serve as a countywide framework for coordination of solid waste management

  • Establish countywide solid waste goals and objectives, including an overall waste reduction goal and a plan to monitor progress toward the goals

  • Satisfy state law requiring the development of a waste reduction plan for the County
